代表者略歴
地図会社「アルプス社」、GISベンダー「MapInfo Japan」を経て、2002年にオープンソースによる地理情報システム事業を展開する「株式会社オークニー」（現社名UPWARD株式会社：2016年4月に経営権を譲渡）を創業し、代表者として、規模を問わず、100以上の地理情報システムの構築プロジェクトを手がける。
株式会社オークニーでは、2003年度のIPA（情報処理推進機構）のオープンソースソフトウェア活用基盤整備事業の「オープンソースGISプラットフォームの開発」において、GRASS GISおよびMapServerの国際化対応（i18n）を大阪市立大学（現在は大阪公立大学）他と共同で行い、これが日本国内でオープンソースGISソフトウェアが普及するきっかけとなった。
また、2009年から2014年にかけて、オープンソースのGISソフトウェア「QGIS」の日本語対応および利用環境整備プロジェクト（文部科学省）の代表者として、今日の日本国内でのQGISの利用促進の基盤を確立した。
株式会社オークニーの経営権を譲渡後、2017年から2019年までの3年間、米国アップル社のマップ部門でカートグラファーとして勤務し、マップアプリの日本でのユーザー体験を高める一連のプロジェクトに携った。
現在は、HERE Technologiesで、日本向け製品展開も手がける傍ら、地理空間情報ソリューションを提供する株式会社MIERUNEの社外取締役も務めている。
その他、『入門Webマッピング』（Tyler Mitchell原著；オライリー・ジャパン発行）の翻訳（2006年）、OSGeo日本支部の立ち上げ（2006年）、記事執筆、講演、講義を多数こなす。OSGeo日本支部代表者（2006年〜2018年）で、現在は一般社団法人OSGeo日本支部の監事を務める。また、国際組織であるOSGeo.orgのCharter memberでもある（2006年以来）。2023年にGIS名誉上級技術者の称号を得ている。
Profile of Toru Mori – After working as a mapping company and GIS vendor, in 2002, he established “Orkney, Inc.”, which develops open source geographic information systems. He has worked on more than 100 projects to build geographic information systems of any size.
He worked with Osaka City University (now Osaka Metropolitan University) on the internationalization of GRASS GIS and MapServer (i18n) in the “Development of Open Source GIS Platform” of the IPA (Information-technology Promotion Agency, Japan) Open Source Software Utilization Infrastructure Development Project in fiscal 2003. This was the beginning of the spread of open source GIS software in Japan.
From 2009 to 2014, he also established the foundation for promoting the use of QGIS in Japan today as a representative of the project (funded by MEXT) to develop Japanese-language support and usage environment for the open source GIS software “QGIS”.
He then worked as a cartographer for Apple’s Maps for three years from 2017 to 2019, where he was involved in projects to enhance the user experience of the Maps app in Japan.
Currently at HERE Technologies, he is also involved in product development for Japan and serves as an outside director of MIERUNE Inc, a provider of geospatial information solutions.
Also he founded the Open Source Geospatial Foundation Japan Chapter (OSGeo.JP), wrote many articles and translated into Japanese of “Web Mapping Illustrated” written by Tyler Mitchell. He is also a Charter member of OSGeo.org and was awarded the title of GIS Expert Emeritus in 2023.
